 INVITATION TO TENDER   FOR THE EXECUTION OF 2025 CAPITAL PROJECTS

  1. INTRODUCTION
  1. The University of Abuja Teaching Hospital has the core mandate to provide qualitative healthcare to the populace in infectious diseases through surveillance, monitoring, and clinical intervention/Research per the Federal Government of Nigeria’s objective of Healthcare delivery system.
  1. In compliance with the provision of the Public Procurement Act 2007, the Centre hereby invites interested reputable and competent contractors with relevant experience and good track records to tender for the following projects:

  • ELIGIBILITY REQUIREMENTS
  • Prospective bidders must possess the under-listed requirements to be eligible to participate in these procurements:
  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including Forms CAC 2 &CAC 7; Business name with form BN1 is also acceptable for consultancy services;
  • Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2022, 2023 and 2024) valid till 31st December 2025 with minimum turnover for each project as specified in the Bidding Document;
  • Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
  • Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP;
  • Sworn Affidavit disclosing whether or not any officer of relevant committees of University of Abuja Teaching Hospital or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in the bid are true and correct in all particulars;
  • Company’s Audited Accounts for the last three (3) years 2022, 2023, 2024;
  • Reference Letter from a reputable Commercial bank or Bid Bond indicating willingness to provide credit facility to the tune of 100million for the execution of Lot 3.
  • Company profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.);
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photograph of the projects;
  • Works: List of Plants/Equipment with proof of Ownership/Lease;
  • For Joint Venture/Partnership, Memorandum of Understanding (MOU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS

Interested companies are to collect the Standard Bidding Document (SBD) from the office of Procurement, Administrative Building, University of Abuja Teaching Hospital, Gwagwalada on evidence of payment of a non-refundable tender fee of N10,000.00 per Lot, paid into the University of Abuja Teaching Hospital Remita Account in any reputable Commercial Bank in Nigeria. Companies bidding for consultancy services and pre-qualification will not pay at this stage until after short-listing/pre-qualification.

  • SUBMISSION OF TENDER DOCUMENTS

Prospective bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in two sealed envelopes and clearly marked as “Technical Bid or Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to:

The envelopes should be clearly marked with the name of the project and the Lot number. Furthermore, the reverse side of each sealed envelope should have the name and address of the bidder. The envelope should be dropped in the designated ‘Tender Box’ at the Chief Medical Director’s Office, UATH, Gwagwalada Administrative Building not later than 12:00 noon on Tuesday, 5th Mayl, 2025.

6. OPENING OF TECHNICAL BIDS (INVITATION TO TENDERS)

Technical bids for Lots (1,2,3) will be opened immediately after the deadline for submission at 12:00 noon on Tuesday, 5th May, 2025 at the Administrative Conference room, while the Financial Bids for all Lots (1,2,3) will be kept un-opened.

7. Please, ensure that you sign the Bid Submission Register in the office of the Procurement, Administrative block of University of Abuja Teaching Hospital. Please note that the University of Abuja Teaching Hospital will not be held liable for misplaced or wrongly submitted bids. 8. GENERAL INFORMATION

  • Bids must be in English Language and signed by an Official authorized by the bidder;
  • Bids submitted after the deadline for submission would be returned un-opened;
  • Bidder should not bid for more than one (1) Lot
  • All costs will be borne by the bidders;
  • The Bids Opening will be covered by video recording with the physical presence of two (2) representatives of private sector professional bodies, Civil Society Organisation in the areas of Anti-Corruption/Transparency, interested Bidders and the general public;
  • Tendering with false documents is an offense, which will lead to disqualification and prosecution
  • Bid documents can also be collected in soft copies and Bidders can submit through Post (Courier Services);
  •  while the financial bids of un-successful bidders will be returned un-opened;
  • The University of Abuja Teaching Hospital Gwagwalada (UATH) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
